Different Rules.
Different Deadlines.
Same Stakes.
Each Australian state has its own deadlines, fees, test requirements and quirks. Getting the wrong state-specific information can cost you months — or your licence entirely.
Steps
Check Your Eligibility & Deadline
Before anything else — confirm your country's 2026 classification (Recognised, formerly List B, or non-recognised) and calculate exactly how many days you have left on your 3-month window.
Book Your Practical Test Immediately
If you need a practical test, book it today. Current waits are 4–8 weeks. If your appointment falls after your deadline, you've been unlicensed the entire time you were waiting.
Pass the Driver Knowledge Test (DKT)
45 questions on NSW road rules, signs and intersection procedures. Pass mark is 90%. Bookable at any Service NSW centre. We provide NSW-specific study materials — do not use generic national guides.
Gather All Documents
Original overseas licence (physical card), NAATI-certified translation if not English, 100 points of identity, proof of NSW address (utility bill dated within 3 months), current visa grant letter. Digital copies are NOT accepted at the counter.
Lodge at Service NSW
Attend your local Service NSW centre in person with all original documents. Your overseas licence is surrendered on the same visit. Your NSW licence is issued on the same day if everything is in order.
Driving past the 3-month PR deadline risks fines of $2,200–$3,300, vehicle impoundment, automatic void of your insurance, and being forced to restart as a learner driver from scratch. Do not wait.
NSW test centres in metro Sydney book out the fastest. If you're in Western Sydney, Parramatta or Blacktown, book the practical test first before anything else — waits in these centres regularly exceed 8 weeks.
Steps
Confirm Country Classification with VicRoads
VIC maintains its own recognition list which differs from other states — some countries that are recognised nationally are not on VIC's list. Confirm before booking any tests.
Pass the Road Rules Theory Test
32 questions covering VIC-specific road rules, sign interpretation, tram stop procedures and shared road zones. Pass mark is 80%. Tram-specific content is unique to Victoria.
Pass the Hazard Perception Test
28 video-based clips assessing your hazard identification speed and accuracy. Many applicants who pass the Road Rules test fail this — it requires separate, specific preparation. We provide practice materials.
Book & Pass the Practical Drive Test
50-minute road test. Hook turns, tram stop etiquette, and freeway merging are the three most common fail points for overseas drivers. We coach on the specific VicRoads test routes in your suburb.
Lodge at VicRoads
Attend your VicRoads customer service centre with all original identity documents. VicRoads surrenders your overseas licence on the same day as lodgement.
Melbourne hook turns are the #1 reason overseas drivers fail the VIC practical test. You turn right from the left lane at specific CBD intersections marked with signs. They are actively tested. Practice them before you book — failure means another 3–6 week wait.
VIC's Hazard Perception Test is genuinely difficult for overseas drivers — the video content reflects Australian road conditions and hazard types that are unfamiliar. Allocate at least a week of daily practice. We provide the same platform VicRoads uses.
Steps
Complete PrepL Online First
QLD's PrepL online module can be completed from home before attending a TMR centre. This is a genuine time advantage — use it. It also counts toward your test booking requirements.
Pass the Road Rules Test at TMR
30 questions at a Queensland TMR customer service centre. QLD maintains its own reciprocal country agreements — confirm your country's QLD-specific status before assuming you know your classification.
Book Practical Test (if required)
Non-recognised country holders must complete a full practical road test. Current wait times are 4–6 weeks. QLD suburban routes involve heavy roundabout management and school zone enforcement — both are actively tested.
Gather & Check All Documents
Original overseas licence, NAATI cert if not English, 100 points ID, proof of QLD address, visa documentation. QLD does not accept digital identity verification at TMR counters.
Lodge at TMR
Attend your TMR customer service centre in person. Payment is due on the day. Your overseas licence is surrendered on lodgement and your QLD licence issued same day if all documents are in order.
QLD gives temporary visa holders the duration of their visa to convert — but PR holders only have 3 months. Many migrants on bridging visas incorrectly assume they have more time. Confirm your visa subclass before calculating your deadline.
North QLD test routes (Cairns, Townsville) include wet-weather scenarios, reduced-visibility conditions and rural road rules that catch overseas drivers off guard. If you're in North QLD, tell us — we provide specific preparation for those routes.
Steps
Book the Practical Test IMMEDIATELY — Today
SA has the fewest test centres of any mainland state. Regional centres (Gawler, Mount Gambier, Whyalla) regularly book out 10–14 weeks in advance. Book the practical test before you start studying for theory. Your 3-month PR deadline can expire while you are on a waitlist.
Pass the SA Theory Test
45 questions covering SA-specific road rules. Content includes unmarked intersection priority rules, outback road management, and rural highway standards that are unique to South Australia and do not appear in generic national guides.
Prepare for the Practical Test
SA practical tests sometimes include rural road scenarios even when your test centre is in metro Adelaide. Preparation for both urban and rural conditions is essential. We provide SA-specific route coaching.
Gather All Documents
Original overseas licence, NAATI cert if applicable, 100 points ID, proof of SA address, visa documentation. Service SA requires physical originals at every counter visit.
Lodge at Service SA
Attend Service SA in person. Payment due on the day. Overseas licence surrendered on lodgement, SA licence issued same day if all documents pass.
This is the most common SA failure mode: a migrant books the theory test first, passes it, then discovers the practical is booked out 12+ weeks — by which time the 3-month PR deadline has expired. Book the practical test first, even if you don't feel ready. You can prepare while you wait.
Service SA metro Adelaide appointments (Walkerville, Regency Park, Elizabeth) are also extremely busy. Even metro waits regularly exceed 8 weeks. Do not assume the metro will be faster than regional.
Steps
Use Only Official WA DoT Study Materials
WA has unique road rules not covered in generic national guides — outback single-lane highway protocols, livestock on roads, rural overtaking rules, and specific give-way requirements. These appear in the WA theory test even for metro Perth applicants.
Pass the WA Theory Test at DoT
30 questions. Pass mark 80%. Book at any DoT WA customer service centre. Do not use Eastern States road rules guides — WA content is materially different and questions will fail you if you prepare with generic materials.
Book the Practical Test
Non-recognised country holders must complete a full practical road test. WA practical tests are known for strict observation marking at uncontrolled intersections — extremely common in Perth's outer suburbs. We coach on the specific DoT test routes.
Gather All Documents
Original overseas licence, NAATI cert if not in English, 100 points of identity, proof of WA address, visa documentation. DoT WA requires all physical originals — digital copies at any stage are not accepted.
Lodge at DoT WA
Allow 3–4 hours at DoT Perth City — it is consistently the busiest transport authority office in Australia. Arrive early. All original documents required. Overseas licence surrendered on lodgement.
Candidates who study generic national road rules guides regularly fail the WA theory test due to WA-specific questions on outback roads, livestock management, and rural overtaking. These topics appear even in metropolitan test sittings. Use only official WA DoT study materials — we provide them.
DoT WA has recently introduced online theory test booking — use it to secure a time slot before visiting in person. Walk-in waits at Perth City DoT regularly exceed 2 hours on weekdays.
State Comparison
Key facts side by side — but always confirm with us before acting, as rules change and state-specific conditions apply.
| State | Authority | PR Deadline | Theory Test | Est. Cost | Current Wait |
|---|---|---|---|---|---|
| 🟦 NSW | Service NSW | 3 months | DKT (45 q, 90%) | ~$355 | 4–8 weeks |
| 🟩 VIC | VicRoads | 6 months | Road Rules + HPT | ~$290 | 3–6 weeks |
| 🟨 QLD | TMR | 3 months | PrepL + Rules (30 q) | ~$170 | 4–6 weeks |

| 🟪 WA | DoT WA | 3 months | WA Theory (30 q) | ~$140 | 4–8 weeks |
SA's 6–12 week practical test wait is the longest in Australia by a significant margin — and SA also has the tightest test centre availability. If you're in SA, contact us today. Book the practical test before you do anything else.
